Introduction
If you are a dependent parent or an adult dependent child of an Irish National or non-EU/EEA, non-Swiss citizen wishing to join your family member in the State, please read here for more information about how to make your application and the requirements that you and your sponsor must fulfil.
Please note that the relative sponsoring you in the State must have been legally resident in the State for a minimum of three (3) years immediately preceding the date of your application.
If you are a visa-required national, and you receive a conditional letter of offer while you are outside the State, you must apply for a D ‘Join Family’ Visa before travelling to the State.
If you are a non visa-required national you must produce your conditional letter of offer when you enter the State.
Type of permission
Immigration permission to join a sponsoring family member (who is an Irish National or non-EU/EEA and non-Swiss citizen) as a dependent parent, or an adult dependent child, is covered by the conditions of immigration stamp 0.
Eligibility
Details on eligibility to be sponsored as a dependent parent or an adult dependent child are set out in Part II of the Revised Family Reunification Policy.

Residency prior to application
The relative sponsoring you in the State must be an Irish citizen or must have been legally resident in the State for a minimum of three (3) years immediately preceding the date of your application.
You must be resident outside the State at the time of your application. Applications from dependent parents and adult dependent children who make an application for Stamp 0 from inside the State, or who travel to the State to take up residence on foot of a C Visit Visa (if a visa required national) will not be accepted.
All dependent parents and adult dependent children must apply for approval for Stamp 0 before they enter the State. Information on how to apply is below.
Residency prior to application
In order to be eligible, your sponsor has to have earned in Ireland, in each of the previous three (3) years, gross income in excess of 185% of the average yearly earnings in Ireland for one relative and 250% thereof for two relatives, increasing by a similar amount for any subsequent dependent adult relatives applied for – as per Appendix D of the Family Reunification Policy Document. This is based on average weekly earnings in Ireland, as published quarterly by the CSO, for Q2 of the year prior to application. These thresholds will also apply when renewing the residence permission.

The income of only one individual sponsor will be considered in assessing whether an application meets the financial requirements as set out in the Revised Family Reunification Policy.
Conditions
Stamp 0 may only be granted if your relative can prove that they can support you financially and otherwise.
Stamp 0 is subject to several conditions and limitations.
For example, it does not allow you to access any public services, such as health services or public hospitals.
Health Insurance
For example, Stamp 0 does not allow you to access any public services, such as health services or public hospitals. You are required to obtain fully comprehensive private medical insurance which will ensure fully private health coverage. Health insurance coverage must include full private hospital cover; private room accommodation in private hospitals; and coverage of any non-elective inpatient treatments in high-tech hospitals.
Accommodation
A sponsor for Stamp 0 permission will be required to provide detailed evidence of suitable accommodation for the relative, appropriate to their needs.

Medical insurance
If your application is successful and you intend to purchase private medical insurance after you enter the State, please state this in your letter of application. We will request proof of same after you enter the State (when submitting your passport to be stamped) as a precondition for granting the permission. Travel insurance will not be accepted in place of private medical insurance.
Please note a person residing in the State on this permission must retain private medical insurance for the duration of their permission. The permission will not be granted, and the permission will not be registered or renewed without evidence of ongoing private medical insurance.
Application steps
There are two or three steps to the process and registering as a non-EEA national, depending on your circumstances:
Step 1: Apply for permission
If you are visa required or non-visa required you must apply for permission by completing the TPER application form and sending the required documentation to:

Step 2: Apply for visa (this is only required if you are visa required)
If you are a visa required person and have received your conditional letter of offer to join your family in Ireland then you must contact your local visa office to apply for a visa to enter the State.
In order to reside in the State with your family, you must apply for a D-Join family visa. When submitting your application for a D-Join family visa, you must include your conditional letter of offer.
If you do not enter the State with a D-Join family visa, you will not be able to complete the registration process that will allow you to reside in Ireland on Stamp 0 permission. See detailed information on the Join Family visas web page.
When you have received your conditional letter of offer and you have been granted the correct D-Join family visa, you may travel to the State. Please note that entry to the State is always at the discretion of the immigration officer at the port of entry.
Non-visa required people
If you are a non-visa required person who wishes to reside in Ireland and you and your sponsor meet the conditions, when you have received your conditional letter of offer you may travel to the State. Please note that entry to the State is always at the discretion of the immigration officer at the port of entry.
Step 3: Completing the application process and registering

Register your permission
Domestic Residence and Permissions Division will add a stamp to your passport and return it to you.
Once you have been given a Stamp 0 permission on your passport, you are obliged to register that permission and receive an Irish Residence Permit (“IRP Card”).
In order to register, you must:
- Make an appointment with the Registration Office by using our dedicated Customer Service Portal. You can register for an account or log in to your existing account.
- You must then attend with your sponsor. For this appointment you must bring the Required Documents in order to be fingerprinted and registered. Following this you will receive an Irish Residence Permit.
- Failure to register your permission promptly may result in future applications being refused.
Renewing your permission
Your immigration permission will be valid for one year. In order If you wish to renew your Stamp 0 permission please complete the TPER Renewal Form and prepare your supporting documentation.

We no longer request the submission of a passport in order to complete the renewal process. After an application for renewal is approved you will receive an approval letter which you may use to renew your immigration permission via the online portal.
